Update mariadb ODBC connector package for 26.04 when a package is available

With #301, we add support for Ubuntu 26.04. However, there is no prebuilt package for MariaDB's ODBC Connector for 26.04, so we grab the 24.04 package instead. Once a package is available for resolute, let's switch over.
