[CONTRACTS] Write contract tests

Write comprehensive tests for the Bounty contract covering all functions, edge cases and error scenarios.

Implementation plan:

1. add Soroban unit tests for all public contract methods (create_bounty, claim_bounty, complete_bounty, get_bounty).
2. cover edge/error scenarios: non-existent bounty ids, unauthorized completion attempts, double-claim / double-complete invariants.
3. include clear test names and assertions for state transitions and payout flags.

• Soroban tests for tip, create_bounty, cancel_bounty
• invariant test for duplicate bounty creation panic
• added #[cfg(test)] mod test; wiring in contract lib
