[users] Encourage applicant profile completion

• onClick Register change next route to /edit-profile (instead of /saved-jobs) if they didn't add a summary or headline, otherwise next route should be /add-project
• profile completion progress bar in dashboard
• onClick Apply to Job button dispatch warning alert if user profile is incomplete (buttons to either go to edit their profile, add projects, or apply anyway)
