Defeating Cackletta with Emblem Goal does not release items

I have my required 20 out of 25 Emblems and just beat Cackletta.
Release and collect are set to "auto" and remaining is set to "goal"
However, I did not get any remaining items, nor did I release any.

This is the YAML I used

EDIT: I think there might be just a sync issue, but idk if the items in bowsers castle count.
