If you enable Tattlesanity and random encounters, you might find that some Tattles are impossible.
I've got a guess as to why this happens. At the start of the run, both KP Koopa Tattles were in Frankly's trash:
This is likely a failsafe so KP Koopa can be "retired" already when a run starts, but both enemies are still randomized:
So, that's two enemies that are just not here at all, and in this particular run, they were both exclusive to Glitz Pit (Red and Green Magikoopas).
What I believe needs to change is that the randomized slots that mix with KP entries need to be binned instead of the KP logs. Either this or Armored Harriers are not handled properly and they override the entries of enemies in their slots post-randomization
