Type-aware partial evaluation (TPE) support

Thanks again for a great library, it's been useful.

I was going to implement partial evaluation (which is marked as experimental) in our application. However, I noticed that Cedar is now recommending to move to newer type-aware partial evaluation (TPE). Do you think it would be possible to add APIs for that in CedarDotNet?

I'm hoping to add this soon as I want to play around with TPE too. However, there seems to be some impending flux in the API which at the moment is giving me pause. I'll come back to this.

Thanks. All right. I agree, better wait a bit. I didn't know they're still changing the API, but I'm not surprised, considering this is already the second "in progress" iteration of the partial evaluation API.
