Evertime I start commandbox I need to force install the module

Recently when I start the command cfformat watch I've give the following message:

To fix I need to execute inside commandbox: install commandbox-cfformat --force to get it working again

I resolved this partially fixing the version of the module on box.json to 0.19.0

I recently started using the semver module at startup time on Linux machines to check the installed version of glibc in order to determine which build of cftokens to use: cc210c8.

The semver module is bundled with CommandBox, however, it seems that at least on your version of CommandBox (5.5.2) the call to wirebox.getInstance('semanticVersion@semver') is failing. I am running a v6 version of CommandBox, so that could be why that call works for me, or it could be a race condition, or just the order in which the modules are loaded.

I note that I don't declare a dependency on the semver module in the cfformat ModuleConfig.cfc - I should add that and see if it resolves this.
