Duplicate copilot files exist in both /copilot and /.github directories. This causes confusion and maintenance issues.

Tasks:

  • Remove all copilot files from .github/
  • Update sync workflows to only sync from /copilot
  • Add validation to prevent future duplication
  • Update documentation to clarify file locations
