[Bug]: dependabot still isn’t using the right labels

dependabot still isn’t using the right labels. We should dump a list of all the repo labels first then assign from there for the dependabot.yml

Current dependabot.yml

Expected Behavior

dependabot.yml should reference real labels

Actual Behavior

dependabot.yml Doesn’t reference real labels
