Request: Add WOW-BE Reboot (RMI) support - WOW-UK retiring

Summary

The UK Met Office Weather Observations Website (WOW‑UK) API is being retired (2025–2026). The Royal Meteorological Institute of Belgium (RMI) has relaunched the platform as WOW‑BE Reboot as the replacement and provides a new API for station ingestion.

Background

• WOW‑UK retirement announced Dec 2025, full shutdown by late 2026.
• WOW‑BE Reboot provides open data, open source, and a stable API (v2.0).
• Current pywws supports WOW‑UK but not WOW‑BE Reboot.

Impact

• Current forwarding to WOW‑UK will stop working once the Met Office decommissions the service. (https://wow.metoffice.gov.uk/)
• WOW‑BE Reboot is the community/non‑commercial replacement and supports a compatible station protocol with some field clarifications (e.g., pressure fields). (https://discourse.weather-watch.com/t/wow-website-changes-for-2026/75975)
• Station owners must re-register on WOW-BE Reboot and use the new endpoint/UUIDs. (Feature request: "WOW-BE reboot" as StdRESTful service weewx/weewx#1013)

Request

• Implement support for WOW‑BE Reboot API (https://wow.meteo.be/api/v2).
• Add configuration options for WOW‑BE Reboot authentication.
• Update README with WOW‑BE Reboot setup instructions.
