Optimizing the map experience #20

Description

@cmahony

The map experience is the difference between this tool being a curiosity vs. a rich, layered information source. Here is my christmas list for making the map experience really great.

Linework: Many of the users of this tool work and think in large scale (local) and will want to zoom in a LOT! this is a challenge, but i think it is important that we give a high priority to providing decent linework at large scale. Ideally, we could tile the spatial data so that the linework is appropriate to the zoom scale. Also, it would be great to have the hover-highlighted polygons be the same linework as the rest of the map. Finally, we need to remove the slivers somehow.

Base mapping and satellite imagery: people can orient themselves using base map info and satelite imagery. e.g. a park boundary, a lake, a road, or a cutblock. Is it possible to improve the base map? Is there a way to use google maps or equivalent as the base for this tool?

Transparency: adjustable transparency of the BEC layer over the base mapping would be nice.

Hover-over highlights whole unit: The current version highlights only the local polygon during hover-over. this problem is especially notable in high-elevation units, which are spatially fragmented. it is important that the whole BEC unit gets highlighted, because the purpose of highlighting is to show the spatial extent of the unit.
