rci: make starting of services optional in some way

Currently when rci/init.py is started, a bunch of stuff (servers, etc.) get started. In many cases, not all of these services are desirable or we would like to be able to start them on our own schedule. I'm not sure what the best way of doing this might be (minimally, via configuration) but feel it is important.

Also, many of those things don't really belong under rci as they are in no way related.

You're positively correct. This is something that Mike & I are not very pleased with design-wise. I agree that a configuration file is likely the best way to go. Want to help make it so? :)
