[Chore] Create GitHub Issue and Pull Request Templates

To prevent bad PRs and missing info in bugs, add .github/ISSUE_TEMPLATE/ and .github/PULL_REQUEST_TEMPLATE.md with checklists (e.g., 'Did you sync with main?', 'Did you test locally?').

I understand the goal is to improve contribution quality by adding standardized issue and pull request templates. I can create the necessary files under .github/ISSUE_TEMPLATE/ and add a comprehensive PULL_REQUEST_TEMPLATE.md with relevant checklists such as syncing with the latest main branch, local testing, documentation updates, and adherence to project guidelines.
