import-declaration-transform doesn't work if import literal has an extension

Thanks for the tools! Just finished restructuring a massive project using this. We always include the file extension on relative imports, which made import-declaration-transform not work. I hacked in a fix: I made removeExtension a no-op and everything worked. Thanks again!
