Replace Runes dependency with built in Intl.Segmenter

Intl.Segmenter will hopefully have Firefox support sometime this year. Once it does, we should switch to that instead of bundling and using runes in the library

Looks like Firefox now supports Intl.Segmenter, so this issue can be worked on by anyone with bandwidth to do so
