[SCF high][easy] Validate hashlock and preimage byte lengths

Goal

Reject malformed hashlocks and preimages before cross-chain order processing begins.

Acceptance criteria

• Enforce the protocol byte length for hashlocks and preimages.
• Reject invalid hex and mismatched values with stable errors.
• Add malformed and boundary fixture tests.
