Create a containerd and CLH CI

As show by kata-containers/kata-containers#4618 and the fix kata-containers/kata-containers#4647, containerd + CLH bit-rotted and we didn't notice.

We need a couple of new CI jobs to avoid a future regression (since we use containerd for https://github.com/kata-containers/kata-containers/blob/main/utils/README.md):

• containerd + QEMU
• containerd + CH

@wainersm, @dborquez - could one of you possibly tal? New job builder jobs would be ideal, if possible ;)
