vocabulary coordination issue

@khelm @bandrow Let's coordinate on vocabulary services via this issue.

Here is a link to the python library that I use to wrap a variety of ontology services.
https://github.com/tgbugs/ontquery @tmsincomb reminded me that we already have the functionality needed to submit new terms to InterLex implemented due to Dave Keator's use cases for NIDM.

Yep, ontquery generates a python client library for scigraph at release and points to that endpoint by default.
