KRE daily emission needs to be slashed #172

The daily emission amount for KRE 4 is still 250MM.

However, the amount should reduced by a certain percent each year e.g. 10%. This has the following effects:

Causes the supply to be 'infinite' instead of linear and limited
Reduces inflation over time and coaxes Kin into a deflationary state
