docs(release): re-approve ksadk-python 0.8.3 release head

Update the approval record to the reviewed source commit that includes
the Phase 2 composer/session-switch fix, the public-export gate
alignment, and the PyPI publish workflow chromium fix, so the release
approval gate matches the published commit.  Maintainer, security
reviewer, and release owner re-approve @ 2026-09-01.
