Trying out using GitHub discussions as a place to put meeting notes!

1. Use HR for CoC (@bourque)
2. Make repo public (@bourque)
3. Set up RTD (@bourque)
4. Come up with organization structure of documents on RTD (@bourque @kjbrooks @vmartinez-cu)
5. Finalize Purpose/Motivation/Scope

@bourque @kjbrooks and @vmartinez-cu will meet on May 21st.
The larger group will meet on June 13
