How do I know if the code is properly implemented ?

Hi, as I'm trying to learn SVR, I want to make sure I learn the correct stuff. May I know if this code is the correct code trying to implement what is stated in the literature? if  yes then which reference should I compare this code against with? 

*Because by referencing to notes online (from caltech lecture and mit lecture), I don't think this is correct
