Revised implementation addressing the review feedback.
Fixed issue #48 by adding the user reward multiplier view to StakeVault. The function now correctly returns the multiplier for a given user address without modifying state. To verify, run the contract tests and confirm the view returns the expected multiplier value for test users.
Closes #48
