Preserve comments before transactions when sorting #355

I would like to use ledger-mode-clean-buffer as a save hook (which I have used a custom fork of ledgerfmt for: glasser/ledger@d3e0cc8) but it seems to take comments that I put between transactions and separate them from the transactions.
It seems reasonable to me that a comment that's immediately before a transaction should be considered related to that transaction and kept alongside it. Is there some mode or setting I'm missing that could enable that for the current implementation?
