Cozmo video code update.

Now that video has been integrated into letsrobot.py, cozmos code should be updated to move the ffmpeg related code out of tts/cozmo_tts.py into something like video/cozmo-ffmpeg.py. Cozmos documentation should also probably be updated, and moved into the documentation subdir.
