RIFF ID3v2.3 Tag Support #107

Description

@Sonen10

According to the 4.3 beta releases and 4.3.1 (which is apparently a full release), the "Loop selection dialog (is) no longer included". While I initially thought this would wholly upend my workflow with the program, I realised that I can still add the LOOPSTART and LOOPEND tags to a file for the program to detect instead. However, I came across a surprising issue when trying to do so: it doesn't detect the tags in WAV files. The tag in the file I used was formatted as a RIFF ID3v2.3 tag. Using the same tags in a FLAC file managed to work. Its support of 32-bit floating point WAV files is the primary reason why I've stuck with the program for as long as I have, but if I want to keep things up-to-date, I'll need some way of inputting the loop sample points (part of the titular function of the program) for the program to detect and utilise.
