EU region mismatch with FBNeo .dat file

I haven't verified if these are the only conflicts, but it seems every entry that has 'Euro' needs to instead be 'Europe'.

actually looks like the titles and snaps were updated but not boxart 0423adc

I went ahead and spent some time writing some utils to parse a handful of DATs to build up a manifest for the repo. This should track every entry in the FB Neo DAT and every file in this repo as of the 'updated' timestamp. Unfortunately, there were a bunch of one offs that needed fixing, particularly around the games with tons of versions so I can't say for certain this is 100% accurate. But I have verified that every id and file has been accounted for.

where the title/boxart/snaps correspond to what files currently exist in the repo.

The three fields under 'missing_files' lists any files that need to be added to each section with the correct spelling to match the FB Neo DAT.

'valid_fbneo' tracks if this entry is in the FB Neo DAT. There are only a handful of existing files that correlate to an older name id that is no longer in the FB Neo DAT.
