Plugin System

With the new framework style inclusion for test systems, the old plugin architecture doesn't really make sense anymore. Rebuild it with awareness of when a plugin should be activated- in test context, or prophet initialization context.

IDDQD plugin is a good starting point, but the code there should be ruthlessly reevaluated as it is not well architected.
