Add fixed height to Pending Transactions section of the Accounts page #537

Describe the bug
If someone, in a pseudo unrealistic fashion, were to undelegate many times, the Pending Transactions section will keep on growing in height.
To Reproduce
Ill share screenshot to forgo this step.
Expected behavior
Even though the average user will unlikely experience this, its always a good practice whenever we are mapping over items that are a sub section of a page to give it a fixed height and enable overflow for vertical scrolling.
