Outbound ETH transaction status not being detected.

Test:

• Can manually send ETH out of Linea and Base
• Outbound ETH triggered by an inbound deposit on Linea and Base

This was added to dev and staging streams. It looks like updates are being received now.

Next step. Debug why not parsing updates correctly.
