Add some docs on the "vagrant provision" updating process

I upgraded the workspace to the latest master and ran vagrant up.

Got a message that mentions I could run a vagrant provision by using a force command. At this point we have no docs discussing this. Might be useful to have something explaining why you would or when you should provision.
