[Feature]: Add toggle in project staging page to disable dcm2niix if only DICOMs are needed

Avoids unnecessary dcm2niix containers running

Acceptance criteria

Will need to add toggle in the UI "🔘 NIFTI", and an option to disable dcm2niix event trigger at the project level in XNAT when creating the project.
