Add "How to Find Something to Contribute" Section to CONTRIBUTING.md for New Contributors

To make it easier for new contributors to get started, we should add a new section titled "How to Find Something to Contribute" to the CONTRIBUTING.md file.

This section should be placed immediately after the Response Time section.

New section to add:

Please ensure that line breaks and spacing match the style of the other sections.
