A0 not starting when plugged into OBD port and wrong boot mode fix.

changing C27 from .1uf to 1 uf corrects this.
A0 needs reset button pushed to start code when plugged into obd II port. changing C27 from .1uf to 1 uf corrects this. this also helps the EN/IO0 toggle timing when initiating boot for loading code on laptop and cable combinations that don't put the module in boot.
