Powershell opening at C:\

I am using Visual Studio Professional 2017 and CMD is working fine, but Powershell is NOT. It is opening at the root of the C: drive.

I am using Visual Studio Community 2017 Version 15.5.6, extension version 2.1.179.
Powershell - works fine
CMD - works fine
Developer Command Prompt - opens in the wrong directory

In my powershell profile I force opening in c:\dev which is where I keep all of my code. I had to modify it some to work with this plugin. Here's what I'm using now in case anyone else runs into this.

$CurrentLocation = Convert-Path .
if ($env:USERPROFILE -eq $CurrentLocation) {
    Set-Location c:\dev
}
