S1APTester needs CI workflows to be integrated for basic compilation coding style verifications

The S1APTester is used along with Magma EPC ([https://github.com/magma/magma](https://github.com/magma/magma)).

**Summary:**

Currently when a PR is raised in S1APTester, there is no CI workflow running over the PR for compilation, coding style or functionality verification. We need a workflow for basic sanity verification in S1APTester as well.
