Think about how to handle validation layers

It would be nice if they could be a config flag. But...:

Warning: Backend validation enabled but Dawn was not built with DAWN_ENABLE_VULKAN_VALIDATION_LAYERS.

So not sure what the best choice is. Though it feels a bit goofy to make it a compiletime option.
