Goal: What is in the specification is not a complete strategy to enable secure device to WFM onboarding. Define the strategy for onboarding of the wfm client with integration of the approved Device identity and authorization TWG Feature

Provide adequate technical acceptance criteria(s) associated with this feature below:
- Define a complete strategy for onboarding device management clients to Margo conformant WFMs
- Proper integration of approved strategy for device identity and authorization
- Ensure this does not hinder hands free onboarding strategies such as Spiffee and FIDO
Although not required, it is highly encouraged to provide feature use-cases below:
- Secure onboarding between vendors of devices and fleet managers
