[BUG] CEO could not delegate to another agent

Describe the bug
I'm not sure if it's a bug or something, but the CEO said that he can't delegate to an agent, so he did the work himself

To Reproduce
Steps to reproduce the behavior:

• Ask CEO to ask another agent to create a file TEST.md, watch the logs.
