Archive mdn/data repository

We have intended to deprecate the mdn-data package since August 2022, which would allow archiving the mdn/data repository.

The outstanding blockers are the following important consumers of mdn-data:

1. @mdn/rari, see: Remove mdn-data dependency rari#369
2. css-tree, see: https://github.com/csstree/csstree/blob/56afb6dd761149099cd3cdfb0a38e15e8cc0a71a/package.json#L103
3. @eslint/css, see: https://github.com/eslint/css/blob/bff234a831f780eef4f47cf1fda3f3f0731b8d39/package.json#L101

This issue tracks progress towards archiving the repository:
