GUI is broken in Paper 1.21.10 - does not respond to clicked items

What happened?

i typed /recipe into the console and clicked a crafting table. Literally any.
nothing happens

What was supposed to happen?

It was supposed to give me a crafting gui that i could set up a recipe in

How do I reproduce this issue?

1. type /recipe on paper 1.21.10
2. click anything in the gui
3. nothing happens
...

Relevant log output

Nothing shows in the log when this happens. I don't think it's catching the events.

Can't give recipe file content if i can't create a recipe
