Currently we either download the pre-uploaded installers from Artifactory (for Travis) or rely on the user to have them downloaded in a specific directory.
In future it would be good to have the role use a get task to download directly from oracle / fix central / passport advantage
Right now for oracle this is doable but we don't have an automated way to pull from IBM sites
