Phase 9 Remediation Closeout — Audited State

  • Phase: 9 (Milestone 14 + Milestone 15)
  • Status: PARTIAL / NOT PRODUCTION READY

This report describes the current effective working tree after the release-remediation pass. It does not convert deterministic local evidence into production or live-integration evidence.

Verified in the current source tree

  • The complete suite passes under ZERO_ENV=test: 471 passed.
  • Python compilation passes for src, tests, and scripts.
  • Full scoped Ruff passes for src, tests, and scripts with no diagnostics.
  • Repository-wide scoped Ruff formatting is clean.
  • The provider callback contract carries the runtime cancellation event and has a regression test.
  • Direct SQL regressions reject cross-project INSERT and UPDATE combinations for interface events, integration evidence, and result deliveries.
  • The migration runner uses full filename stems as identifiers, so the three distinct 0012_* migrations remain collision-safe.
  • The effective migration set contains 28 SQL files, including the project-lineage hardening migration 0025_project_lineage_hardening.sql and the ownership/legacy-provider recovery migration 0026_project_ownership_and_legacy_provider_recovery.sql.
  • Fresh, rerun, atomicity, concurrency, and populated-upgrade probes passed against the complete 28-migration set.
  • Configuration remains fail-closed when required environment configuration is absent.

Release gates added or repaired

  • scripts/validate_release_artifacts.py checks wheel and sdist contents independently for all expected migration stems and required runtime modules.
  • .github/workflows/ci.yml runs the full test, lint, format, syntax, clean-artifact, installed migration, configuration-failure, and HTTP startup gates.
  • scripts/run_dev.sh supports checkout-local source startup without requiring an editable install.

Partial or deliberately blocked

  • BackupService writes an authenticated encrypted backup when stable configured key material is available and fails closed when it is absent.
  • timeout_seconds is not enforceable for arbitrary in-process Python handlers; only the supported invocation limits are enforced.
  • Provider and Telegram/Discord behavior uses deterministic local adapters. No live provider billing, Telegram, or Discord integration has been verified.
  • Web routes are covered through ASGI tests, not a real browser, mobile matrix, or accessibility audit.
  • Production deployment, TLS, supervision, external persistence, and disaster-recovery drills remain unperformed.
  • Concurrency and linearizability hardening remains incomplete around plan approval, task claiming/completion, agent limits, provider idempotency scope, and topology rollback.
  • The final staged wheel/sdist artifact gate passed: both artifacts contain exactly 28 migrations, the required runtime modules, and the sdist contains the key scripts and regressions.
  • The final installed wheel passed import, fresh migration/rerun/integrity, fail-closed configuration, and loopback /, /healthz, and /readyz probes under Python 3.12.

Rollout decision

The artifact is suitable for isolated development and deterministic evaluation only. Production rollout remains blocked until live-adapter validation, browser/accessibility validation, concurrency hardening, external persistence, and an owner-authorized deployment rehearsal are complete. Backup operations also require separately protected ZERO_SECRET_KEY authority.
