Maybe: Convert "workflows" section to use Material for MkDocs theme (and MkDocs framework)

TODO:

• Ensure document contributors are OK with using Markdown instead of RST
• Convert RST files into Markdown
• Update the puller (in the docs repo) to pull Markdown files
• Update the tooling (in the docs repo) to build a MkDocs site instead of a Sphinx site

The documentation squad members discussed this today. I will not immediately pursue this. We may pursue it during a slow period.
