I am having the same issue, Each storage account that was upgraded to TLS 1.2 has this issue both in the Explorer and the Azure website. The one account not upgraded yet and still on TLS 1.0 does not have this issue.
I have confirmed that my machine is using TLS versions 1.2 and 1.3.
