The web SDK URL has an invalid certificate and returns an HTTP 503

Attempting to download/view the web SDK via the link provided (https://msmonplat.microsoft.com/core/1/latest.min.js) goes to a website with an invalid HTTPS certificate and if the certificate error is ignored the website returns an HTTP 503. Is this URI correct?
