Integrate and maintain "reproducible" build of MigTD in build pipeline

MigTD support "reproducible" build using docker, see explanation in https://github.com/microsoft/MigTD/blob/main/readme.md. Need to integrate the "reproducible" build process in build pipeline, and update the pipeline when necessary.

Reproducible Build

Reproducible build of MigTD binary requires same system user and
source code path (see intel#51).

The Dockerfile is provided to build the docker image with
the MigTD compilation environment for reproducible build. You can use the
docker.sh to build and run the docker container:

./sh_script/docker.sh -f container

The docker file for the build environment starts with a specific version (digest) of Ubuntu 24.04 base image. It then uses apt-get to install required build tool chain components. The apt-get command does not pin specific version of the packages. If the Ubuntu package repo gets new versions of the required packages, the build environment will be different, which might lead to different MigTD binary even if the MigTD source tree didn't change.

The docker file does pin Rust version to 1.83. MigTD project's Cargo.lock should pin cargo crates to specific versions.
