Tdinfo_init support

With latest merge with Intel, there are still gaps in support for init tdinfo:

1. tdinfo_init not fully supported for spdm with following pending:
   1a) allow vmm pass in tdinfo_init
   1b) tdinfo_init.MROWNER==src/dest.tdinfo.MROWNER
   1c) tdinfo_init.MROWNERCONFIG <= src and dest tdinfo.MROWNERCONFIG (policy_SVN)
   1d) migtd startup to check MROWNERCONFIG==my policy SVN; MROWNER==my policy signer
2. tdinfo_init and servtd-ext support are not supported in ratls
