E2E test pipeline for Azure virtualization environment

The E2e test environment referred to in integration-tdx.yml workflow is Intel-internal and not accessible publicly. The environment does not reflect Azure virtualization stack either. Need a MigTD e2e test pipeline for Azure environment.
