CLI first run - suggest running `aspire agent init`

Describe the solution you'd like

The first time you run the CLI, we should say "if you're using coding agents, initialize it with aspire agent init" or something. We should also suggestm that as part of aspire update

Do you think it should be first run, or every run if we detect that you have a coding agent but have not run aspire agent init?
